Dear Professor,

attached you will find a letter from Professor Dr. Karl-Heinz JACOB, director of the institute for geological research of the Technical University of Berlin, dated April 19, 1974, for personal submitting to Professor Dr. Chang Chi-yun for the purpose of forwarding it to Mr. Kuan Shih-chieh.

At the same time we send you a copy of a letter of Dr. WETZEL, secretary of state, who is willing to cooperate with me for the founding and collaboration concerning the planned economic centre. Dr. Wetzel is a well reputated personally in the German Government as well as in the German industry. We believe we could not have found a better partner for this project.

Within next days a meeting with the director of the Deutsch-Chinesische Gesellschaft (National China) will take place. The name of this director is Dr. HUPKA. On this occasion it should be decided in which way the provided economic centre could be coordinated within the Deutisel-Chinesische Gesellschaft.

I will leave Bonn on May 17, 1974, and shall arrive Taipei (via Tokio) on May 18 th, 17.15 hrs local time by KE 500.

As already written to Professor Dr. HSIAO on March 22nd my office intends to take over the whole block for his economic centre on behalf of the German. We shall entrust Dr. Wetze with this duty association.

Therefore it will be necessary for me to discuss all the questions for more than a few days with the gentlemen of the university. Please be so kind to prepare an appropriate programme.

For the other items 1) to 5) as food-production, mining and metallurgy, acupuncture and pharmacy, film production, representatives in China, factories etc. I already found out suitable partners of the industry, who are willing and able to manage the particular ressorts.

During the time the preparation of the principle conception will need there should be the occasion to perform also celebration of doctorate.

I shall submitt a copy of this letter also to Professor Dr. Hsiao in order to enable him to take up the necessary steps.

Furthermore I ask you to advise my arrival to our friends, Professor Yu and partner Mr. Fang as well as director Chen and all the other gentlemen.

On behalf of COMPRIMO I shall enter into negotiations with China Petrol for an order provided. Please try to find out in which way you will be able to prepare contacts with the company.

I am glad to see you and all our friends again in the very near furture. Please send also my best regards to Mr. Lühmann.

In the meantime I shall inform you about the commercial questions regarding the financing by separate letter.
