Dear Dr. Simoes:

In recognition of your high academic achievement and your outstanding services in international education, the China Academy has unanimously decided at its Council meeting to confer upon you the honorary degree of Philosophical Scholar, which is equivalent to the Litt. D. conferred by European and American universities.

We are most honored to have you join us in our endeavor for the promotion of international cultural interflow.

At the same time I would like to inquire about the possibility of establishing sisterhood between your university and the College of Chinese Culture, an institution connected with this Academy founded by me. The College of Chinese Culture, founded in 1962, has an enrolment of 16,000 students at present. We have established an exchange program with St. John's University in New York to exchange graduate students for many years and with good result. So I hope that a similar program could be initiated between your university and this college. If you agree with my proposal in principle, I think a more concrete plan could be worked out upon further consultation.

Your kind consideration for my proposal will be greatly appreciated.
