Dear Dr. CHANG,

　　It is an honor for me to receive H.E. Yuan Fang Tu, Minister, of the Embassy of the Republic of China, Saigon, Acting Ambassador of China, at the office of the Chairman of the Senate committee for Culture, Education and youth, Republic of Vietnam, Saigon.

　　I am profoundly appreciative and honored at the notification presented by H.E. Minister Yuan according to which you cordially welcome the Sistership between university of Chinese Culture and Hoa-Hao University, and express your willingness to defer Doctoral Degree on me, Honoris Causa.

　　On behalf of the student body, students Parents, Faculty, Staff, my deprived clientele in the Delta and three million of our ever-lasting anticommunist Hoa Hoas, I herein express my gratitude to you for that twofold decision.

　　Uniting your university to mine as the two sisters certainly is an expression of sympathy on your part as an older sister Institution being matured in all respects and extrenrely well led opening its arms: to a newly born country-side Vietnamese University which is mine. As a result, our students and the people of the Mekong River Delta will benefit immensely. Our people: student, faculty, staff and Congressmen of the Delta are profoundly appreciative on the announcement of the above good news.

　　Your willingness to defer on me the honorable degree which I could hardly deserve really put me on a stand where I will have no alternative but serving my country, humanity, freedom and democracy to the last moment of my existence.

　　I shall visit your University in March 1975 on a trip through several friendly countries if such date suits you.

　　For pure formality, please forward to me, if possible, through the diplomatic channel your formal invitation to facilitate my paper procedure.

　　On the occasion of the couring lunar year my wife and I sincerely wish you and your family Happiness, Prosperity and Longevity.
